| The May 22 meeting was held at the CAP Headquarters. Ray Brice began the meeting 1) Pledge of Allegiance 2) Ray informed the members of some of the more recent information from the EAA Web Site. a) The FAA has announced that it will increase "regulatory oversight and enforcement" on owners who fail to respond within 60 days to a Triennial Aircraft Registration Report program. Pilots with aircraft face certificate and "N" number suspension for failure to timely notify the FAA of address changes. See www.faa.gov b) An airman who looses their airmen certificate may now get a replacement via the Internet. The new temporary certificate can be faxed, or mailed to you directly. c) TSA (Transportation Security Administration) has issued some new guidelines to be used a General Aviation Airports. Gnoss Field ranks fairly high in requirements due to the proximity to San Francisco with many 135 operations. One of the suggestions is for a "community watch" type of program. Ray suggested that the EAA 1232 might want to investigate setting up such a program for both Gnoss and Smith Ranch airports. 3) Ray gave the budget report for April. The fund balance for EAA 1232 was $1042.38 for April with no activity during the month. 4) -Phil opened discussions regarding the upcoming Young Eagles Day at Gnoss Field on June 26, 2004. Most of the political issues have been solved by Ray who herded the application around the County Government offices for approval. All that is required is for the Marin County Board of Supervisors to approve of the event at the June 8th meeting. Ray will attend that meeting. -EAA 1232 has obtained a County Encroachment Permit that spells out our responsibilities to use the Gnoss Field ramp areas for aircraft displays and Young Eagles programs. We have several aircraft and other equipment of local interest planning on attending the event. -The County would not allow us to bring in (Actually their requirements made the venture economically impossible) outside food vendors to provide food for sale. A discussion took place as to the advisability for the Chapter to provide the food (Bar-b-q with chips and drink) for sale and profit. As of the meeting we have still not decided the food issue. If anyone would be interested in assisting us in setting up a bar-b-q operation to bring in a few bucks for the Chapter give one of us a call. 5) In addition to next months EAA 1232 Young Eagles Day the Westcoast EAA fly-in will be held at Marysville airport on May 19th. We are planning on having a fly out event for the Marysville show. Following the official meeting, we went to Dave Ward's hangar and looked at his Breezy aircraft. Dave then gave a demonstration on how to fabric cover an aircraft. He is restoring a Citabria. After cleaning up the metal elevators, rudder, ailerons etc, he looked them over for cracks and then took them to Santa Rosa for powder coating. He buys Dacron envelopes already sewn up for these parts. Envelopes can be purchased for the wings and almost every part of the aircraft. Dave gave his demonstration on the Citabria's elevator. After sliding the envelope over the metal framework the ends of the envelope are glued in place with special fabric glue. After drying, the fabric is heated using an iron set at the correct temperature. Moving the iron around caused the fabric to tighten up and all the wrinkles to disappear and the assembly to get tight like a drum skin. Then he used a heated soldering iron to burn open the holes where rivets will attach the fabric to the tubing. After this, special reinforcing tape is put over the tubing where the rivets will be installed. Then the aluminum pop rivets with large heads are installed. Finally special reinforcing Tape with "pinked" edges is glued over the rivets and then all around all of the edges. The last step will be to apply several coats of primer and paint to protect the fabric. This is a special primer that prevents the UV rays from the sun from destroying the fabric. All of this information is available step by step in a booklet that is available for purchase. Everyone learned something about this most interesting subject. While those of us in attendance are most likely still not fully qualified, I think Dave’s information and instruction took a lot of the questions out of most minds.
